The government announced yesterday that a new provision had come into effect, reducing the amount of time a person must spend as a permanent resident before applying for Canadian citizenship. This is the latest in recent changes to immigration rules and policies after the Liberal government passed Bill C-6 in June.

What Canada citizenship changes are now in effect?

The Canada Citizenship Act has been amended to include some important changes to citizenship by residency requirements. In a nutshell, the new rules are as follows: To become eligible for citizenship, applicants must physically reside in Canada for at least 183 days in each of four calendar years within the six-year period before their date of application.

The new law reduces the period of time required for permanent residents to become eligible to apply for citizenship. Under the previous law, permanent residents were required to have lived 1,460 days (four years) in Canada within a six-year period before becoming eligible to apply for citizenship. Under the new law, this requirement has been reduced to 1,095 days (three years) in Canada within a five-year period.

Applicants who are applying for citizenship may count up to 365 days of time spent as temporary residents towards their eligibility. Each actual day spent in Canada on such a temporary status is counted as a half-day.

The timing of a citizenship application for eligible applicants will be reduced from four years down to two years. Other changes mean that applicants no longer have to be physically present in Canada for 183 days in four out of the six years preceding their application, as was the case previously.

The age range for language and knowledge requirements has now been extended to people between the ages of 18 and 54, inclusive. This means that most adults between the ages of 18 and 54 will still need to meet the language requirement in order to acquire Canadian citizenship. But even this is only a temporary measure. Once C-6 becomes law — expected before the end of 2017 — there will no longer be any language or knowledge requirements for obtaining Canadian citizenship.
