It is becoming expensive not because people are buying bottled water but also because it is being wasted. Thankfully developed and emerging countries are treating greywater and making it worth using. Moreover, it can help reduce the burden of municipal water treatment plants. Once such a decentralized approach is applied properly, the benefits are real and recognized.
