Once the application has been installed, you can conclude setting up your inactive phone as a VoIP phone by changing a few settings inside the Settings menu in the Google Voice application:
- First, choose Linked numbers, and delete the linked number that is connected to your main phone number.
- Next, Click on Make and receive calls, and Choose Prefer Wi-Fi and mobile data.
- Finally, choose Incoming calls, and ensure that the mobile phone you have installed the Google Voice application on is turned on.
If you set up Google Voice on a normal smartphone that has an already existing phone number, you can set up Google Voice to alert you about which phone number to make use of. In an area that has no active cell service, but access to Wi-Fi, you can choose to make the call via Google Voice.
If you are installing the application on an inactive smartphone, you would have to configure Google Voice to make the call without any alert or prompt.

The Google Voice app on an inactive phone turns on all of the features that you would expect from a calling plan. That is, as long as you have access to a Wi-Fi network.
