Zimbabwe Engages in AI Discussions at Indian Conference

Ivan Zhakata — Information Communication Technology, Postal and Courier Services Minister Tatenda Mavetera is currently representing Zimbabwe at the International Telecommunications Union (ITU) World Telecommunications Standardisation Assembly 2024 (WTSA24) in New Delhi, India. This pivotal assembly, which commenced yesterday, is an important forum for discussing global telecommunications standards and advancements. The event began with a global standards symposium that featured prominent figures from the ITU, including Secretary-General Doreen Bogdan-Martin, Director of Telecommunications Standards Seizo Onoe, Director of the Telecommunication Development Bureau Dr. Cosmas Zavazava, and Director of the Radio Communication Bureau Mario Maniewicz. Their participation highlights the assembly’s significance in shaping the future of telecommunications globally.

The WTSA occurs every four years and serves as a critical platform for member states to convene and discuss various aspects of telecommunications, including regulatory frameworks, technological advancements, and standardization efforts. This year’s symposium focused on essential topics such as artificial intelligence (AI) and its far-reaching implications for the telecommunications sector. Participants engaged in discussions about the challenges and opportunities presented by AI, especially in the context of enhancing connectivity and digital services worldwide.

Indian Prime Minister Narendra Modi is scheduled to officially inaugurate the WTSA24 today, further underscoring the assembly's importance on a global scale.

Zimbabwe aims to actively contribute to the discussions at WTSA24, seeking valuable insights into how other nations are navigating the complexities of regulating disruptive technologies such as AI. The country is already in the process of formulating its own AI policy, which reflects its commitment to addressing the challenges and leveraging the opportunities presented by emerging technologies.

During her visit, Minister Mavetera held a bilateral meeting with Dr. Zavazava, in which she was accompanied by Mr. Alfred Marisa, Deputy Director-General of the Postal Telecommunications Regulatory Authority of Zimbabwe (POTRAZ). Their discussions centered on critical projects impacting Zimbabwe, including capacity-building initiatives designed to strengthen the country’s technological infrastructure and enhance its disaster management capabilities through ICT solutions. Dr. Zavazava reiterated the ITU's unwavering commitment to assisting countries like Zimbabwe in improving their standings on the ICT Development Index and the Global Cyber Security Index.

Minister Mavetera articulated Zimbabwe's ongoing efforts to utilize ICTs for developmental purposes, emphasizing the importance of regulating cybercrime and employing technology in disaster management. She highlighted the necessity for organizations like the ITU to support developing countries through capacity-building programs, early warning systems, and initiatives aimed at ensuring child online safety. These efforts are essential in creating a more secure and digitally inclusive environment for all citizens.

Recognizing that many disruptive technologies in Africa lack specific supportive policies, Zimbabwe aspires to lead the way in pioneering regulations governing AI and similar technologies across the continent.
