South Africa Government Accelerates Program to Connect Citizens to Internet

The South African government, under the leadership of Minister of Communications and Digital Technologies, Mondli Gungubele, has announced ambitious plans to bridge the digital divide by providing internet access to underserved communities in rural and township areas. Through the deployment of Wi-Fi hotspots, the government aims to connect 1.5 million households by the end of the year, with a long-term goal of connecting 5.5 million households over the next three to four years.

Gungubele emphasized the government's commitment to universal internet access and highlighted the significant progress made in this endeavor. Currently, over 740,000 households have been connected to the internet through the installation of 4,250 Wi-Fi hotspots. This initiative has not only facilitated internet access but has also generated employment opportunities, with 76 Internet Service Providers (ISPs), mostly Small, Medium, and Micro Enterprises (SMMEs), contributing to the project, resulting in 4,500 direct jobs and numerous indirect opportunities downstream.

Furthermore, the government has prioritized reducing the cost of data, making internet access more affordable for communities. Through programs like SA Connect, villages can access the internet for as little as R5 a day per 1 Gigabyte, or R250 a month for unlimited usage. This affordability initiative aims to ensure that internet access is accessible to all, regardless of socioeconomic status.In addition to household connectivity, the government has focused on enhancing digital education by providing internet access to rural schools.

Through initiatives like the State Information Technology Agency (SITA) Cyber Labs, learners in rural areas are equipped with the necessary digital skills to prepare them for the future. This effort aims to level the playing field and ensure that all students, regardless of their location, have access to quality education and the resources needed to thrive in the digital age.These initiatives underscore the South African government's commitment to fostering digital inclusion and leveraging technology to empower communities and drive socio-economic development across the country.

The South African government's efforts to enhance digital literacy and skills among its youth are further underscored by the establishment of smart schools and the launch of the National Digital Skills Forum (DSF).Minister Gungubele highlighted the establishment of smart schools in various provinces, including KwaZulu-Natal, Limpopo, Eastern Cape, North West, and Northern Cape, with plans for more to be established across the country. These smart schools not only provide learners with access to computer laboratories and equipment but also offer skills training in robotics, coding, and digital literacy.

The forum serves as a platform to bring together expertise, financial resources, institutional support, and oversight for the National Digital Skills Programme. It aims to track the program's performance and provide guidance on its implementation.

One of the key initiatives under the National Digital Skills Programme is the 'Digital Skills Massification Drive,' which empowers youth to become Digital Skills Ambassadors. These ambassadors play a crucial role in training their communities in digital skills, thereby fostering widespread digital literacy across the country. The program has already seen success in provinces like the North West, KwaZulu-Natal, Limpopo, and Free State, with plans for expansion to all provinces in South Africa. To date, over 20,000 citizens have been trained in basic digital literacy concepts by these ambassadors, highlighting the program's impact and reach.

These initiatives reflect the government's commitment to addressing the digital divide and ensuring that all citizens, particularly the youth, are equipped with the digital skills needed to succeed in the modern world. By investing in education and skills development, South Africa is paving the way for a more inclusive and digitally empowered society.The digitization of government services in South Africa has made significant strides, facilitated by the State Information Technology Agency (SITA). The development of the National e-Government Portal, hosting 92 digitized government services, has been instrumental in enhancing accessibility and efficiency for citizens.

In the past year alone, these digitized services have garnered impressive utilization, with over 899,394 logins recorded from more than 1.4 million registered users. This underscores the growing demand and adoption of digital platforms for accessing government services.SITA aims to further enhance connectivity and network availability, with plans to achieve 98% core network availability for 7,570 connected government sites across national and provincial departments in the upcoming financial year.  The launch of the National Broadband Project, with an estimated investment of at least R6 billion, will play a crucial role in reducing connectivity costs and streamlining infrastructure across municipalities and government levels.

Furthermore, the National Broadband Project prioritizes empowering designated groups, such as enterprises owned by women and youth, by ensuring their participation and benefiting from at least forty percent (40%) of the project's value. This initiative not only fosters inclusivity but also creates opportunities for local innovation and economic empowerment.Efforts are also underway to enhance efficiency and resilience within SITA's operations. The establishment of the SITA Ministerial Task Team aims to address procurement backlogs and resolve urgent ICT challenges faced by various clusters and provinces.

By streamlining processes and addressing bottlenecks, SITA is poised to create a more agile and responsive digital infrastructure to meet the evolving needs of South Africa.These initiatives reflect the government's commitment to leveraging technology to enhance service delivery, promote inclusivity, and drive economic empowerment.
